A reckless President, John Victor Kink, is bounced into a trade war to control powerful quantum technology coming from Asia. To maintain American technological superiority Europe is induced to also impose tariffs on the technology.
Kink’s immediate concern is to use his Oval Office position to help his own waste incineration business while, at the same time, consumed with a passion to sexually harass the newly-recruited and attractive quantum technology advisor, Cabot. His lack of attention towards his presidential duties leaves his Chief of staff, Bryant, fully in the driving seat.
Meanwhile, Howard Sinclair, chief of the largest pharmaceutical corporation, is determined that his subsidiary becomes the dominant quantum technology player but tariffs into Europe will ruin his business. Verbiest, a trade lawyer in the leading law firm in Brussels, finds himself in the dock for bad advice on the risk of a trade war if the computer technology is made in Asia. Wong, a Triad leader, is recruited to help make the tariffs as painless as possible. Soon two trade investigators are killed leaving Schuman, a European Trade investigator and his girlfriend, Harrison, in the eye of the storm.
With Europe becoming the cockpit for the tariff war and the President preoccupied with hitting on Cabot, the field is wide open for a sinister organisation to call the shots from afar.
